    Dear Community Partners,

    I am happy to announce the addition of Vicki Meldron to the Washington County Community Partnership for Children & Families (WCCP) staff. She will serve as the Senior Office Associate. Vicki comes to our office from the State’s Attorney’s Office where she also served as a Senior Office Associate. I am confident that her energy and experience will be great assets to the WCCP office. Please take note of Vicki’s email address and phone number.

    I would also like to make you aware that the Community Partnership Agreement Renegotiation for FY 2008 will soon begin. In preparation, the Community Partnership Team (CPT), a WCCP Board Subcommittee, and WCCP staff have been involved in reassessing Washington County’s rankings in the Maryland Result Areas for Child Well-Being. The purpose of this process is to identify and prioritize health and human service needs for Washington County and to designate strategies that impact the identified, prioritized needs. The Community Partnership Agreement Renegotiation with the Governor’s Office for Children will provide an opportunity for the WCCP to promote the local, community-prioritized strategies and request funding for their implementation. This planning and preparation has included an updated analysis of data for the Result Areas and their composite indicators (click here to view data). Thanks to everyone who has provided data to our committee as we move forward. The next CPT meeting is scheduled for Wednesday, December 6, 2006 at 10:30 a.m. at the WCCP offices, 33 W. Washington Street in Hagerstown.

    Homelessness Awareness in Washington County

    According to a report published by the Community Services Administration Office of Transitional Services, Washington County had the third highest rate of homeless adults and children in the State of Maryland in fiscal year 2005. The data indicated that a rate of 1,382 Washington County residents per 100,000 were homeless (click here to see trend chart). It is important to note when interpreting this data that, while the number of people served within any given shelter is unduplicated, the number of people across shelters is duplicative. More simply put, each person is counted by every shelter they use as a resource during the fiscal year. Also, those homeless individuals or families who do not go to shelters are not counted. Nonetheless, all these extraneous factors are constant amongst all the jurisdictions. To view the full report, please (click here).

    There are additional data sources on homelessness. The Washington County Community Action Council, Inc. (CAC) conducts a Point-In-Time Survey each year to determine how many adults, children and youth are living in Washington County shelters. This, again, only captures the homeless who are actually living in shelters, but it is an unduplicated count. The CAC conducted the last Point-In-Time Survey on January 26, 2005, which reflected that there were 159 homeless families living in Washington County shelters at that given time.     Early Intervention Projects Fund FY 2007 Awarded

    Congratulations to the recent recipients of the Washington County Community Partnership for Children & Families' (WCCP) Early Intervention Projects Fund FY 2007. Below, is a listing of the vendors and a brief description of their awarded project.

    • W.C. Community Action Council, Inc. - Awarded: $800.00 Awarded funds to provide the Large Incentive to Educate Program (LITE) program. The LITE program focuses on the safety, health and the educational needs of children birth to age five. Through presentations, handouts, storytelling and fun activities children will learn in the following five educational domains: Language and Literacy, Social and Personal Development, Physical Development & Health, Mathematical Thinking, and Scientific Thinking. LITE workshops for children will run concurrently with FLITE (financial literacy) workshops, which are for parents. Six sessions, 1.5 hours in length will be offered and children will also receive a backpack of school supplies and educational materials. The CAC estimates that 15-30 children will attend.

    • Walnut Street Community Health Center - Awarded: $2,344.00 Awarded funds to offer the “Healthy Smile Healthy Children “ project. Through this project, children registered in Healthy Families, the Family Center, and Early Head Start programs would receive dental exams, age appropriate toothbrushes, toothpaste and needed dental care. Parents would also receive one-on–one tooth brushing instructions, as well as nutritional counseling, which increase the parents understanding on how high sugar diets, snack foods, and sugary drinks affect dental health. Gift card incentives and prizes for games would be utilized during educational program sessions to encourage participation of the parents. Transportation to the dental clinic will be provided from partnering organizations. An estimated 72 children and 72 adults are targeted to receive these services.

    • APPLES for Children, Inc. - Awarded: $4,750.00
      Awarded funds for planning, implementing and evaluating a Family Concert targeted to children age birth to five and their families on Friday, April 13, 2007 in Hagerstown. The Family Concert will feature Mr. Al who travels through out the country presenting educational workshops and entertaining children and families since 1988. Mr. Al’s music teaches young children a variety of skills needed to prepare children for school in all seven of the Maryland Model for School Readiness Domains. Mr. Al has written and recorded eighteen award-winning children’s albums and one teacher resource book. APPLES will target low income and at risk families in particular those receiving Purchase of Care Vouchers from DSS.

    Governor Ehrlich Announces Creation of Youth Council
    Launches Youth Ready by 21 Leadership in Action Program

    ANNAPOLIS - Governor Robert L. Ehrlich Jr. announced today the creation of the Maryland Youth Council under Executive Order 01.01.2006.10 and the launch of the Youth Ready by 21 Leadership in Action Program. The Maryland Youth Council will act as a statewide advisory group to the Governor’s Children’s Cabinet and will be comprised of youth representatives from across the state.

    Maryland Department of Disabilities’ Secretary Kristen Cox, and the Governor’s Office for Children’s Executive Director Arlene F. Lee will make the official announcement on Monday, October 30, 2006, at 2:00 p.m. at the State House in Annapolis. “This Council provides the youth of Maryland with an opportunity to impact the important policy decisions the Children’s Cabinet makes on a regular basis,” stated Governor Ehrlich. “I applaud the decision to allow Maryland’s youth a voice in the decisions that affect their lives and the lives of their peers. They play an important role in making our state a better place for all Marylanders.”

    The Maryland Youth Council will consist of up to 24 youth, ages 13-19 from across the state who may be involved in service learning and leadership programs, teen court programs, foster care, student councils, juvenile services and transitional programs. Through the Executive Order, the council is charged with making recommendations to the Children’s Cabinet on the Three-Year Children’s Plan, participating in local youth activities, and collecting information from other youth groups across the state.

    The Youth Ready by 21 Leadership in Action Program is focused on the challenges young adults ages 18-21 face when transitioning from adolescence to adulthood and from high school to college, military or the workforce. In Maryland, approximately 13% of 18-24 year olds are struggling to transition to adulthood and those struggling are more likely to become involved with drugs or alcohol or become incarcerated.

    “Along with the Youth Council, the Youth Ready By 21 Leadership in Action Program will help move forward the Children’s Cabinet Three-Year Plan and its goal to ensure that every child in Maryland has a chance to succeed,” added Secretary Cox. “The Leadership in Action Program, a leadership development process designed by the Annie E. Casey Foundation, will bring together more than 40 leaders to conduct an intensive nine month leadership development process around the youth transitioning to adulthood.” The Forum for Youth Investment, a national non- profit, nonpartisan organization dedicated to helping communities make sure all young people are ready by 21, is an important partner in the Leadership in Action Program. The Forum for Youth Investment provides the Governor’s Office for Children with valuable technical assistance and training to increase the quality and quantity of youth investment and involvement in Maryland.

    Public Awareness Funds Awarded

    Congratulations to the Washington County Community Action Council, Inc. (CAC) for their receipt of $500.00 in Washington County Community Partnership for Children & Families’ Public Awareness Funds FY 2007 for activities to recognize Poverty Awareness Month in January. The CAC will use the funding to design and run two public service announcements in the Herald Mail.

    The Washington County Community Partnership for Children & Families (WCCP) is a State of Maryland Local Management Board (LMB) Initiative. LMBs in each jurisdiction promote an interagency, collaborative approach to serving children that involves all stakeholders, parents and families in the process. This collaborative effort ensures a more effective system of care for youth and families across a continuum of services from prevention to intervention to aftercare. LMBs represent no single perspective but, rather, convene a community’s public and private partners to address the needs of the “whole child” through collaboration, coordination, community and capacity-building. Fundamentally, LMBs bring communities together to better serve children and their families. LMBs not only focus on services for children with intensive needs but focus on services for all children in their jurisdictions. LMBs do not provide direct service – instead, they work through partnerships with local and regional providers to maximize and leverage resources for positive results for children in every jurisdiction in Maryland.
