Governor’s Office for Children Releases the "State of Maryland Report on Out-of-Home Placements and Family Preservation"

The Governor’s Office for Children (GOC) has released the “State of Maryland Report on Out-of-Home Placements and Family Preservation.” The GOC explains in the introduction that, “the purpose of this report is to examine the status of Maryland’s out-of-home placements and analyze trends. This analysis focuses on (1) the numbers and costs relating to out-of-home and out-of-state placements, and (2) the numbers and costs of preventing out-of-home placement through the Interagency Family Preservation Services (IFPS) provided through Local Management Boards (LMBs) across the state and the Department of Human Resources (DHR) Family Preservation Services provided through the Local Departments of Social Services.” Please (click here) to view the report.

    “Families Finding Voices”
Family Day in Annapolis for Children’s Mental Health

The Maryland Coalition of Families for Children’s Mental Health (Coalition) held their annual Family Day in Annapolis for Children’s Mental Health on February 6, 2007. The Coalition organizes this event each year during the Maryland General Assembly’s legislative session to bring the voice of families concerned about children’s mental health to Maryland legislators. The Family Network and a concerned Washington County parent, spent the day in Annapolis bringing the voices of western Maryland families concerned about children’s mental health to Maryland legislators. When asked about the experience, Vivian Miller, Family Navigator for The Family Network, expressed, “it was a unique experience to have a parent attend the Family Day in Annapolis to voice her concerns for her own child’s special needs.”

    February Parent-Professional Workshop a Success

The Washington County Community Partnership for Children & Families (WCCP) sponsored a workshop on February 10 at the Trinity Evangelical Lutheran Church in Boonsboro for parents of children with special needs and the professionals working with them. The WCCP planned this workshop in cooperation with The Family Network, Partners for Success Family Support Center, the Washington County Mental Health Authority, Inc. and Lolita Spangler, parent of a child with special needs.

Vivian Miller, Family Navigator for The Family Network, Lori Connolly, Community Outreach Staff for The Family Network, and Lolita Spangler presented a workshop entitled “Full Life Ahead.” Participants learned tools and information needed to prepare for the transitioning of a special needs youth into adulthood. This workshop was developed from a book entitled “Full Life Ahead,” which was written by parents of children with special needs for parents of children with special needs. Participants received a free copy of this wonderful resource.

Prior to the workshop, and following, attendees had the opportunity to talk with supportive services vendors to learn more about their services.

To view an evaluation summary of the workshop, please (click here).

The next workshop is scheduled for Saturday, March 10 from 8:30 a.m. to noon at the St. Joseph’s Catholic Church in Hagerstown. Carol Little and Toni Nelson, Parent Coordinators for the Partners for Success Family Support Center, will be presenting a workshop entitled "Developing Friendships." The Washington County Mental Health Authority, Inc. Funds a Community Outreach Position for The Family Network

Families caring for a child with mental health needs often feel overwhelmed and isolated from others in trying to navigate the complex System of Care. They may also feel that they are a failure and embarrassed to let anyone know about their child’s mental health issues. The demands of caring for their child may have an impact on their family life, emotional well-being and even their employment. Across the nation, these families have found the greatest support and strength from other families in similar situations. Families find each other through their child’s programs, schools, the Internet and/or through family organizations. Once connected, families share information and provide each other invaluable mutual support. In seeing others with similar challenges, these families feel that they are not alone. This realization is often very comforting.

In recognition of the need to outreach to these families, the Washington County Mental Health Authority, Inc. has provided funding to The Family Network. Lori Connolly, former Washington County Community Partnership for Children & Families (WCCP) Board member and a parent of a child with special needs, has been hired as a Community Outreach Staff for The Family Network. In her new capacity, she will provide guidance, one-on-one mentoring and support to families of children with mental health needs. Additionally, she will encourage their participation on systems reform boards, collaborations, planning teams, etc.

For more information about The Family Network, please contact Debbie Green, Regional Family Navigation Coordinator for The Family Network, at 240-313-2086.

    About Us

The Washington County Community Partnership for Children & Families (WCCP) is a State of Maryland Local Management Board (LMB) Initiative. LMBs in each jurisdiction promote an interagency, collaborative approach to serving children that involves all stakeholders, parents and families in the process. This collaborative effort ensures a more effective system of care for youth and families across a continuum of services from prevention to intervention to aftercare. LMBs represent no single perspective but, rather, convene a community’s public and private partners to address the needs of the “whole child” through collaboration, coordination, community and capacity-building. Fundamentally, LMBs bring communities together to better serve children and their families. LMBs not only focus on services for children with intensive needs but focus on services for all children in their jurisdictions. LMBs do not provide direct service – instead, they work through partnerships with local and regional providers to maximize and leverage resources for positive results for children in every jurisdiction in Maryland.
