Washington County Community Partnership for Children and Families (WCCP)
These funds will be set aside for one-time-only projects in Washington County in increments of $24,999 or less with uses limited to:
- Equipment (e.g. computers, data tracking software, program equipment, etc.)
- Training (e.g. capacity building for staff, train the trainer, curriculums, etc.)
- Consultant (e.g. strategic planning, accessibility to data/indicators)
- Renovations (e.g. capacity building for additional services, ADA Compliance, etc.)
All projects must impact one or more of the Priority Result/Indicator Areas below:
- Child Abuse and Neglect
- Juvenile Delinquency
- Out-of-Home Placements
- Child Poverty
- Substance Abuse
- Mental Health
Proposals must be submitted by 4:00 p.m. on the first Friday of the third month of the quarter (September, December, March, June) to be reviewed and considered by the Local management Board that same quarter. The opportunity will be ongoing as long as funding is available. The proposal must include:
- Cover Page with Contact Information and Title of Project
- Project Description
- Project Time Line
- Itemized Spending Plan
Director will be the staff person to answer vendor questions. If he/she is not available, the Administrative Assistant will take question and Director will get back to vendors prior to staff meeting to determine recommendations to board.
Scoring mechanism will be developed and will identify the following:
- Is the idea one time only in nature?
- Does the project description show a clear link to the prioritized results/indicators?
- Is there a clear and feasible timeline?
- Is the idea cost effective with an itemized spending plan?
Funding Restrictions:
- Earned reinvestment dollars MAY NOT be used to supplant existing funding.
- Requests for ongoing program funding or for salary expenses will require a concrete plan for future sustainability, such as a documented commitment from another entity to provide needed funding. A proposal to seek funding, investigate foundation grants, or other tentative action is not a valid sustainability plan. Ongoing programs are required to become self-sustaining.
- Earned reinvestment funds cannot be used for program expansion with ongoing operating costs or to implement new programs that are not self-sustaining.
- Funds MAY NOT be used to supplement the local tax base or to provide tax cuts.
WCCP Staff will meet during the second week of the last month of the quarter (September, December, March, June) to make recommendations on those proposals, which were received that quarter. These recommendations will be based on the scoring mechanism developed and discussion of how these requests will fit into the overall needs of Washington County.
These recommendations will be sent to LMB Board members prior to that quarter's LMB Board.
Board Members are to bring questions to Board Meeting for discussion. Ten (10) minutes will be scheduled at the Board Meeting to discuss WCCP staff recommendations. At the end of 10 minutes a vote will be taken.
Board approved proposals will then be forwarded to Governor's Office for Children for approval.
All awards are contingent upon approval from the Governor's Office for Children. Applicants selected for funding must enter into a Contract or Statement of Understanding with Washington County Board of County Commissioners and adhere to all contract requirements of the WCCP including but not limited to fiscal procedures, program reporting and monitoring requirements, inventory control procedures, and retention of records policies, et. In addition, all Contractors must adhere to all additional terms and requirements of the Maryland Governor's Office for Children as set forth in the current Local management Board Policies and Procedures manual.
